Regulations for passengers

REGULATIONS FOR PASSENGERS USING LOCAL PUBLIC TRANSPORT
MUNICIPALITY OF TÂRGU MUREȘ AND THE TÂRGU MUREȘ INTERCOMMUNITY PUBLIC TRANSPORT DEVELOPMENT ASSOCIATION (A.D.I.T.P.)


1. Scope of Application

These regulations apply to all persons using local public passenger transport services operated on regular routes within the administrative-territorial area of the member local authorities (U.A.T.) of the Târgu Mureș Intercommunity Public Transport Development Association (A.D.I.T.P. Târgu Mureș), benefiting from the services provided by the local public transport operator.

By boarding a public transport vehicle, passengers undertake to comply with these regulations, the notices displayed inside vehicles and at stops, the instructions of authorized personnel, and the legal provisions governing local public transport.

2. Passengers’ Rights

Passengers have the following rights:

  • To benefit freely and without discrimination from local public transport services;
  • To have access to public information regarding public transport services, including routes, timetables, fares, service changes, and other information of interest to passengers;
  • To be informed of the decisions adopted by A.D.I.T.P. Târgu Mureș and by the local councils of member local authorities, insofar as such decisions concern local public transport;
  • To report deficiencies identified in the provision of the service to local public authorities or the transport operator and to submit proposals for their correction;
  • To request and receive, under the conditions established by law, compensation for damages caused through the fault of the transport operator, including through passenger and baggage insurance;
  • To benefit from transport concessions, discounts, or free travel, as provided by law and by the decisions of the competent authorities;
  • To receive up-to-date information in vehicles, on the operator’s website, and through other public information channels.

3. Travel Tickets and Travel Documents

Passengers are required to:

  • Hold a valid travel ticket or other transport document established by law;
  • Validate their travel ticket at the beginning of the journey;
  • Present, upon inspection, a valid ticket, pass, travel card, or supporting document for free or discounted travel;
  • Pay the fare corresponding to the journey undertaken, according to the approved tariffs;
  • Refrain from transferring, offering, or receiving validated tickets for the purpose of reuse.

4. Inspection of Travel Documents

Passengers must allow authorized inspection personnel to verify their travel documents. During an inspection, passengers shall present:

  • A validated ticket, travel pass, or other valid travel document;
  • Supporting documentation for reduced-fare or free travel, where applicable;
  • An identity document when required to verify travel eligibility.

In cases where the use of a forged travel document is suspected, the competent criminal investigation authorities may be notified.

5. Boarding, Alighting, and Conduct on the Bus

Passengers are required to:

  • Board and alight only at designated stops;
  • Board and alight only after the vehicle has come to a complete stop;
  • Avoid standing in doorways so as not to obstruct boarding, alighting, or door operation;
  • Hold on to handrails, handles, or other support elements while the vehicle is in motion;
  • Refrain from leaning on doors or forcing them open or closed;
  • Refrain from boarding or alighting once the vehicle has started moving;
  • Not travel on steps, in door areas, or hanging from the outside of the vehicle;
  • Respect the boarding rule requiring entry through the front door of the vehicle, in accordance with Annex No. 14, Article 24, Point 12.

6. Conduct Toward Drivers, Inspectors, and Other Passengers

Passengers must behave in a civilized and respectful manner toward operator personnel, ticket inspectors, and fellow passengers.

The following are prohibited:

  • Using insulting language, threats, or offensive expressions;
  • Creating disturbances, conflicts, or disrupting public order inside the vehicle;
  • Verbal or physical aggression against passengers, inspectors, or drivers;
  • Distracting the driver while the vehicle is in motion;
  • Addressing the driver while the vehicle is moving, except in emergency situations;
  • Speaking loudly, listening to music, or playing audio/video content at a volume that disturbs other passengers;
  • Any behavior that affects the safety, comfort, or dignity of other passengers.

7. Cleanliness and Hygiene

Passengers are required to help maintain cleanliness in public transport vehicles.

The following are prohibited:

  • Throwing paper, packaging, leftovers, or waste of any kind;
  • Eating sunflower seeds or similar products;
  • Spitting;
  • Soiling the vehicle, seats, windows, floor, handrails, validators, or other equipment;
  • Consuming food or beverages in a manner that may dirty the vehicle or disturb other passengers;
  • Damaging vehicle furnishings and equipment.

8. Smoking, Alcohol, and Other Consumption Restrictions

The following are prohibited in public transport vehicles:

  • Smoking;
  • Using electronic cigarettes or similar devices;
  • Consuming alcoholic beverages;
  • Consuming sunflower seeds;
  • Littering with paper, leftovers, or waste of any kind.

9. Baggage, Objects, and Prohibited Materials

Passengers may not bring into public transport vehicles any objects, materials, or baggage that may endanger safety, comfort, or cleanliness.

In particular, the following are prohibited:

  • Strong-smelling substances;
  • Flammable materials;
  • Gas cylinders;
  • Carbide drums;
  • Oxygen cylinders;
  • Explosive materials;
  • Caustic substances;
  • Motion picture films not packed in metal containers;
  • Materials or objects which, due to their nature, shape, or size, may cause damage or soil the vehicle, passengers’ baggage, or clothing;
  • Any objects or goods prohibited from transport by applicable legislation.

10. Transportation of Animals

It is prohibited to bring live animals into public transport vehicles if they may cause physical or emotional harm to passengers or may soil the vehicle.

Dogs may be transported only if accompanied, kept on a leash, and fitted with a muzzle, in compliance with applicable legislation and without disturbing or endangering other passengers.

Small animals may be transported in cages, carriers, or special containers, provided they do not cause discomfort, dirt, or danger.

11. Property, Displays, Advertising, and Unauthorized Activities

The following are prohibited in public transport vehicles:

  • Posting posters, stickers, or notices inside or outside vehicles without the operator’s authorization;
  • Removing, covering, or damaging authorized notices;
  • Distributing leaflets, advertising, or promotional materials without the operator’s authorization;
  • Conducting unauthorized commercial activities;
  • Selling goods inside vehicles;
  • Encouraging or engaging in begging.

12. Reserved Seating and Protection of Vulnerable Persons

Passengers must show consideration for persons requiring assistance or priority seating.

Reserved seats shall be given priority to:

  • Persons with disabilities;
  • Persons with reduced mobility;
  • Elderly persons;
  • Pregnant women;
  • Persons carrying infants;
  • Persons using baby strollers.

13. Obligation to Protect Public Transport Property

Passengers are prohibited from:

  • Damaging seats, handrails, windows, doors, validators, passenger information systems, surveillance cameras, or any other vehicle equipment;
  • Writing, scratching, sticking, or drawing on the interior or exterior elements of the vehicle;
  • Unjustifiably operating safety equipment;
  • Causing damage to property belonging to the public transport system.

Passengers shall be liable for any damage caused, in accordance with the law.

14. End of the Route

Passengers must leave the vehicle at the terminus, except where the operator expressly allows continuation of the journey in the same vehicle in accordance with the approved route and schedule.

15. Liability and Penalties

Violation of these regulations may result, as appropriate, in disciplinary, financial, civil, administrative, or criminal liability.

Violations shall be sanctioned in accordance with the applicable legislation, including Government Ordinance No. 2/2001 on the legal regime of administrative offences, Law No. 61/1991, Law No. 51/2006, Law No. 349/2002, Law No. 155/2010, and Law No. 92/2007.

In accordance with Local Council Decision No. 269 of 30 October 2025 approving the form of delegation of public passenger transport services within the Târgu Mureș Intercommunity Public Transport Development Association, together with the Opportunity Study, Terms of Reference, and Public Passenger Transport Service Regulations, the following constitute administrative offences and are sanctioned as follows:

  • Fine from RON 100 to RON 500 for failure to comply with obligations regarding:
  1. Possession of a valid travel document;
  2. Validation of the travel document;
  3. Presentation of the travel document during inspection;
  4. Payment of the travel fare;
  5. Civilized conduct toward personnel and other passengers.
  • Fine from RON 200 to RON 400 for:
  1. Consumption of alcoholic beverages in public transport vehicles;
  2. Smoking;
  3. Consumption of sunflower seeds;
  4. Throwing paper or waste of any kind.
  • Fine from RON 300 to RON 500 for:
  1. Causing damage to public transport property;
  2. Bringing prohibited objects, materials, animals, or goods into the vehicle;
  3. Damaging vehicle furnishings and equipment.

Offenders may pay, within a maximum of 15 days from the delivery or communication of the offence report, half of the minimum prescribed fine.

In addition, for certain offences involving travel without a valid ticket, passengers may pay on the spot the value of a special surcharge fare without the issuance of an administrative offence report.

16. Final Provisions

These regulations apply to all passengers, regardless of the type of travel document used, including tickets, passes, travel cards, free travel permits, reduced-fare documents, or any other transport document.

Passengers are required to comply both with the provisions of these regulations and with the rules displayed in vehicles, at stops, on the operator’s website, and in other public information materials.
